“裝船前認證（Pre-shipment Verification of Conformity）（PVoC）”是肯標準局根據WTO規則取代過去“裝船前檢驗(Pre-shipment Inspection)（PSI）”的一項新措施。該措施規定所有進入肯尼亞的商品必須證明符合肯尼亞的標準或得到由ISO/IEC17025體系授權的實驗室、國際實驗室認可合作組織(the International Laboratory Accreditation Co-operation， ILAC)或國際檢驗機構聯盟（the International Federation of Inspection Agencies， IFIA)簽發的“產品測試證明”。此項措施旨在阻止不安全和品質低劣的商品進入肯尼亞市場。
